I need help finding tags 000, 017, 020, and 021 in the plant mission, where are these guys? (I'm guessing that they are those people who enter the area briefly and then leave but I'm not sure.)

you might have seen this all ready, and i never went through the effort to get all the dogtags, but they have a sort of description on a dogtag guide at gamefaqs.com
