All these over-the-top commercials, while seeming pretty far-fetched and ludicrous on face actually have a lot of value. The point of making an elaborate commercial for such a simple thing as shampoo is to distinguish that brand of shampoo from competitors' brands, and to make that brand of shampoo memorable. You're here posting about it so it obviously worked, to some extent.
Advertisements are put on children's channels because many parents watch t.v. with their children, and if a child's watching and a parent is with them/nearby, then they'll see the advertisement reaches it's target market and the desired effect is achieved.
