Depends on your definition of fasting.

If your definition of fasting is "abstaining from food", then you can drink.

If your definition of fasting is "abstaining from food and drink," then you cannot.

I have never known someone to fast and be able to drink water throughout. I know many people that do not even brush their teeth, so as to abide to the fast.

From my experience, no food, water, or anything. And, i speak from the perspective of ramadan experiences, not other sorts of fasting.
