Where can I make a site for free?

i wanted to make a site at homestead... but u have to pay for it...
does anyone knoe where i can make a site for free which is like homestead? With a site builder? thanx~

i think it's www.brinkster.com ..... or is it .net..... but you can't uhm... "hotlink" pictures... so yea.... but if you just wanted a general place to build it... it's pretty good if you can do all that HTML stuff~
