municipal water-treatment plants do not use distillation to purify the water. why?

in a way, yes.

i'm only assuming things here, but I'd say we don't drink distilled water because we can get relatively clean water through other means, that are much less expensive than having to distill the water. That's why we only use distilled water for laboratory experiments and such, where sterility is of the utmost necessity.

distilled water has often been called a "pure water hoax." I don't know why though... (yes, i know it doesn't work too well, but why?)
