uhh no.. cuz condoms can strectch and it can stretch so it can cover your scrodome it'll be unconfy but sum people do it
well prob d only condom that can't prob cover it is prob those japanese condoms cuz they're small (well some manufactorers make thier condoms small) size S in jap condoms prob won't reach

I heard that those glow in the dark and colored Condoms wern't good they have chemical or sumthyn in them that rubbs on in the vagina n yea

Stretching a condom over your scrotum stretches it too thin (unless you are "lacking") and creates semipermeability (BAD BAD BAD, sperm can get through) and sometimes causes it to break.
Generally speaking you don't want to spread your condom too far at all. Herpes is a blood-borne virus I think. Crabs is something you may be able to prevent by covering, but crabs are in the pubes so um...yeah. I can see no reason to cover your nuts while having sex...
